I've seen something similar... I suspect there's a bug related to this, but I have not seen any discussion. My own suspicion is that the "phantom" army may just be shown in the wrong province... it actually exists somewhere else. I saw a "phantom" group of Turks sitting in Trebizond without bothering me (the Byzantines) for quite a while. I believe that they were actually the garrison of Georgia, but just drawn in the wrong province. When I attacked Georgia, that particular group of forces were facing me, and after I took Georgia, the phantoms were gone.

I had the same thing happen. A stack appeared inside the border to a province I owned. When I went into the unit building menu in that province, all of the units stacked in my territory were there for recruitment! The province did not even have an inn if I remember correctly.

Of course. The Turk unit had lost their lives dishonourably to the invading force and were haunting Trizibond until their killers were brought to justice. Once you removed the usurpers, their bodies in georgia were properly buried and their souls put to rest.
I have a similar experience in my room with a phantom parrot. I haven't figured out what he wants yet, though, he just keeps squacking "cracker.. craaaacker...."
