Just push the "?" in the faction screen and the flashing will stop (if that doesn't toggle perfect_spy again, that is).

This might be a stupid question, but what is perfect_spy, and what does it show?

I suppose the name might be some kind of clue, but I just can't figure it out at the moment...

If a unit or spy spots an enemy stack, it depends on his intrigue level and proximity whether he can identify the units and unit sizes in the stack. Perfect spies removes these factors, allowing you to identify the units in a stack without the need to employ a spy.

Think of it as incentive to write your AAR - if you do that enough, you'll be using it enough you won't forget.
