    It´s pretty hard to know exactly when an area changed hands, especially in the east with the little-recorded wars between the Pahlava, Baktrians, Saka-Rauka, Yuhezi, Seleukids and just about everyone else. The Celtic and German ones would be hard to, it´s very difficult to know when exactly an area or tribe came under the submission of say the Aedui.

    Not mentioning that allied tribes/nations are represented in EB with level 4 government of the same faction... so, even for a well-documented faction it could be difficult to know where the area under the control of one of his "minor allies" (level 4 governments) would end.
