Tons of ethnicities aren't represented.
For the most part, ethnicities are only in game if that particular group would have a chance of being part of the ruling class of a particular faction. The Saami weren't part of the ruling class of any EB faction.

Do you mean a Finno-Ugric peoples, or Sami in particular? Yet, to answer your question, no. This is due to the nature of warfare in the late 1st millennium BC, thus its an all Indo-Euro and Sematic party, as far as factions are concerned.
