In 1.5 an imperial palace in italy will trigger the reforms. Italy includes sicily and northern italy.

There is an exception to this rule I've noticed. I have played Roman factions where I have taken the city of Carthage and had Carthage be my first city to reach 24,000. After I completed the Imperial palace the Marian Reform trigger didn't trip. I'm going to hazard a guess that the Marian Reform is triggered when your Roman faction completes construction of the Imperial palace in a city that is either on the Italian peninsula or Sicily. I say that because I have triggered Marius via Patavium (which starts out as a Gallic city.) But I don't remember if I've done so with Syracuse.
Anyway, that's off the top of my head. I think the absolute earliest I've ever triggered Marius was 234 BC. Usually, for me, it takes until 230 BC or sometime in the 220's. That's because I tend to sack cities rather than occupy. So I lose the population growth of Patavium and Mediolanum, whereas if I had simply 'occupied,' I might have reached the 24,000 threshold faster. You can speed up the population growth of Arretium and Ariminium to try to gain the population threshold sooner by building the Ceres temple series. The downside there is that they don't offer the public order benefit that the temples of Jupiter and Bacchus have. (The downside to Bacchus temples is that they can corrupt your governor into drunkeness.)

Any city with the hidden resource italy can trigger the Marian reforms ..
Carthage is not one of them and can not do it ...
I do believe that it has varied slightly across the patches, which can explain any discrepancies.
A far as I know though, the only requirement is, as Telys said, a single Imperial Palace anywhere with the Italian peninsular, excluding Rome. This includes all the starting Roman provinces, the Italian Gallic Provinces, the Greek and Carthaginian outposts on Scilly.

To add to that, as long as the Imperial Palace belongs to any one of the Roman factions (excluding Rome and SPQR, I think), the Marian Reforms can occur, not just limited to the player's faction.
Is there a time before which the Marian Reforms could not happen? FOr example, if I used the add_population cheat in 270 BC to bump, say, Ariminum to 24000 pop., would I trigger the Marian Reforms?

If it doesn't occur, try to boost the influence of your faction leader, by adding priest retainers and such like. In some versions a charismatic enough leader was required to carry the reforms through.
