I think there used to be, but in 1.5 at least it's not an issue. Of course you still need to build an imperial palace.

I don't recall general faction ability being mentioned as a part of the marian reforms in any version, so I would be enclined to say that it is. It would be sensible to have a general initiate the reforms, but sadly that isn't the case.
