Rarely if at all. BI.exe does BUT what it seems to do is make virtual links between certain provinces so will treat it in the same way as if they shared a land border making the AI seem to be more "realistic" and agressive. It does make you have to spend more effort placing garrisons in provinces that you could likely strip bare with the rtw.exe or make navies to beat off the occasional invasions. I find it useful simply because of the need to spread your troops around making it a tad harder since there are less available for offensive actions but not much harder.
