Actually, it's not. There is little to no scripting in RS. What year is it in your game? The Carthaginians start out with a Hannibal character in Spain at the beginning of the game, or maybe it was just a fluke that Hannibal was born.
The year is 493 Ab Urbe Condita. I've played RS pretty extensively, and if the Cartaginians start with him, I think I would have seen him before now. My guess is that he has appeared by sheer chance.
But my original question remains unanswered. How does he have nine stars, when his stats should only allow him to have five?

3 of them are because all AI generals receive a boost to their abilities, and probably he has one from his ancillaries as well.
EDIT: The spymaster ancillary gives a +1 Command

It's one of the numerous "hidden" traits that you'll find if you ever decide to open up the export_descr_character_traits (did I get that right?) text file. As for influence and management... not to sure.![]()
