Actually, a Templars Chapter House in a big, fast-growing city can be helpful. I've got one in Jerusalem. As they upgrade, they provide experience bonuses for ALL knights recruited anywhere in your kingdom (that's what it says, anyway...), so it's a good idea to get them. And, since you can regulate pop. growth more easily in cities than in castles, it's easier to get up to the Templars Headquarters in a city like Jerusalem than in a castle.
The other thing is that you actually *can* make knights in cities, once you build the right barracks building, so it can be useful.
Obviously don't accept the Chapter House guild in a city you want to use for something else, like assassins or merchants. But a landlocked city like Jerusalem is, IMO, a great place for a Templar guild, esp. from historical/roleplaying perspectives.
As KoJ I like having Jerusalem have a Religious Guild. I put the Templar Headquarters in Kerak.
And yeah, the bonus is nice. Get the full jousting building, Templar Headquarters, Horsebreeder HQ in Cairo (it's easy to get there with all the races), and Swordsmith HQ in another castle. You'll get gold chevron Templars easy. Then just move them to the castle with Swordsmith and get the weapon upgrade.
