Because it's a total war game. Not Rome total PEACE.Stupid question: what then is the motivator for expansion? It seems that more expansion would increase the tax revenue, not to mention the ability to exploit conquered territories' natural resources?
FYI: Economics is not my strong suit, so I'm probably way off base. I will concede that the system in place in RS certainly slows down expansion.
