The whole Triumph thing have to be redone i think. If you want to have a triumph, all you have to do is to go conquer a few settlements, get the Vansquisher trait, and then find some rebel army and attack it with at few FMS. Then you get triumph in no time at all.
Many systems that work perfectly well can still be exploited. Besides, gaining a Triumph in the Roman republic wasn't that difficult. Many times they were rewarded to a consul for simply quelling a minor rebellion of a restless Italian tribe. Only once the Senate started to fear the growing power of individual generals did they start handing them out more sparingly considering that a triumph was basically the biggest public relations ploy and popularity gaining tool available to a Roman politician. The mob loves a good parade. :)

Sicily is fine, but i got a triumph for taking Alalia once. Don't know if that's worth it.

One of my generals was awarded a triumph once, but I returned him to Rome and nothing happened...
Basically what happened was that he was a fresh family member with more of an affinity for politics and governance than combat, but none-the-less I sent him and a small force to dispatch a rebel army outside of Rome (since the only other generals in range were attuned governors and I didn't want to risk them losing that trait)...
He won dispite being out-numbered and was declared 'imperator' by his army (which were by now just a rabble a few dozen men who had survived the battle with the rebel army (I only sent in four units to begin with, including the general)) and was, at the same time, awarded a triumph (the in-game description described it as a 'minor triumph' but none-the-less reccomended my general return to Rome for the celebrations...
Well he did, and nothing happened, so I sent him to govern a settlement... After reading up on triumphs I sent him back to Rome and this time stopped there for a few more seasons, but still nothing happened...
So I ask, do I HAVE to conquer a settlement to get the triumph celebrations? If not, what else am I doing wrong?

There's three things that have to happen:
1) You get the Imperator trait when you win a Heroic Victory
2) You get the Vanquisher trait when conquering terrirory
3) You get a message popping up to tell you the Senate have voted for a triumph and that the FM needs to return to Roma to celebrate it.
1 and 2 can be in any order, but until 3 happens you won't get the Triumphator trait.
