I'd agree that that The Greek Cities may be one of the best defenders,The Seleucid Empire are better i think and Macedon are not far behind The Greek Cities.
For attacking it depends on your strategy and tactics. The Greek Cities Phalanx formation in a Settlement can cause severe damage to the enemy but out in the open they can be flanked easily.

For pure fun Germania is definitely the best attackers. Or if you prefer something else than the deadly combination of Horse Archers and Cataphracts are as good as any.![]()
Thinking back over it, the only army that has ever truly shocked my army into the dust was an all pigs and wardogs army.
It was a 3way battle and they decided to gang me.
There was a lot of bacon afterwards, needless to say.
Greeks For Defending. I would Say Seleciud for my own tase though. Rome though is the best for attacking over all, Egypt is really close behind.
I've already said my choice for defending,for attacking i'd pick the Scythians or Thracians because of their Horse Archers and Heavy infantry which you can get pretty early in the game,the Thracians because they can get both barbarian and phalanx troops.
I prefer Hellenic Factions however they mainly have Phalanx troops except Thrace.

The only thing i dont like is that the greeks dont have any sword infantry,but other than that they are the best defenders,for my best attack, i will have to say the carthaginains.![]()

Actually the Greeks infantry are all sword infantry. They may be spearmen but only when the phalanx formation is deployed they use spears.

The Primary weapon for the Hoplites were called doru, a spear of around 8 feet long. While they're also equipted with a xiphos, a sword of no more than 2 feet long, some are even shorter. These are only used if the spears broke, or if the phalanx broke rank. The short length of it making it effectively no more than a big dagger.
I'd go with the Macedonians for attacking because of their phalanxes, and the romans for defending because of their armor and shields.![]()

Offensivly,its the roman factions.Disciplined legions,powerful calvary,and good archers to pepper the enemy before rushing them.The only faction with more offensive power i think are the egytians or gauls.

For both defense and attacking. For defense use the spearman in a pentagon formation, place the archers in the middle along with the axemen and then use your archer chariots to get behind the enemy and harass them with arrows. If you have enough spearmen then place them doubled up on the formation and the enemy will not be able to penetrate with any calvary charge.
The chariot archers on yor flanks while attacking and the spearmen on the front line with the archers behind the spearmen raining arrows on the enemies head. The axemen working the the flanks of the front line of spearmen.

In the late game, the Seleucids have the best of everything. They've got cataphracts, HA, elephants, chariots, legions, phalanxes, just about anything you could want.
Early on, I like Parthia since they start with a couple of units of cataphracts plus its just so easy to win with horse archers.
At the end of the day politics is just trash compared to the Gospel.
I'm a very very big fan of Armenia. Thats mainly because I love cavalry and usually have at least half cav in my armies. With armenia and their cataphracts, I can basically take down any army in RTW pretty easily and without much loss
The only problem is that your 2 starting cities are horrible economically, but thats nothing a quick blitz into Pontus wouldn't fix
