    Depends on if u call the catahpradaffsa.... cavalry with bows as nomad units, in case u dont then yes they (Dahea cav) are the best you'll get I'd use them to have an upper hand against other nomad factions if I were u.

    Yes, the reformed gov't does give some additional troops @ higher levels, Kardaka Arteshtar *sp?* (Persian Hoplites), a variant of thuereophoroi @ lvl 3 or 4 MIC (I forget exactly), Grivpanvar (late Cataphracts lvl 5)-I'm not sure if those can be gained from the pastoralism herd lines or not.

    Most of the "early, ie nomad-based" troops come from the pastoralism herd lines. Nomadism just doesn't seem to offer that much extra when it comes to troops (IIRC just Dahae Riders, Dahae Nobles, Saka HA's, Yancai and Raux-Allanna Nobles-all in the appropriate AoR, of course-steppe provinces only, in which for the most part you are required to build Nomadism)

    My usual method of building priorities for the Pahlava are Nomadism where you must, pastoralism where you can, Reformed gov't where you can (make sure you keep a province able to recruit in areas where you are upgrading to Reformed Gov'ts- I usually leave the central province in a group of 3 or 4 with a high-level herds building until I get my reformed MIC's up to lvl 3 or 4, then switch it to Reformed gov't if available, once you commit to the Reformed Gov't building path, it takes a looooong time before any decent units will come out of those towns)

    Client states are mainly for areas where top-notch local units are available or on the very far fringes of your empire (where nothing is often available from pastoralism, units wise)
