This guy was originally the client ruler of the settlement of Asaak. Earlier, there was a problem with the few characters who started out as client rulers, which probably explains why he doesn't have the client ruiler trait.
In most of the cases I've seen, this sort of duplication can occur when a named character who is not originally in the family tree marries into the family. That appears to be what happened here: he's married Pherenike, daughter of Antiochos Syriakos. For some reason, these marriages appear to confuse the game engine. The fact that the guys are identical except for the size of their bodyguards is due to the fact that the original client ruler had a bodyguard of Babylonian heavy infantry, while the duplicate "family member" character has the standard AS bodyguard of heavy cavalry.
I'm afraid I don't know what can be done about this, but since he's fairly old both of him should die in a few years, which should take care of the problem.

The mystery thus solved it is clear now: the two guys are not CLONES, but in fact a serious case of SCHIZOPHRENIA in very developed stage that led into total split of personality, even in the physical sense.
Therefore it is not a bug, but a feature that nicely represents the schizophrenic situation of a local officer who just married into the royal family - he simply cannot make up his mind whether he still could hang around with his old buddies from the garrison (Babylonian Heavy Inf) or rather being seen with his new friends - the Seleucid golden youth (Somatophylakes).Ultimately it leads to the consequences that have puzzled us for so long
