Pack Extractor and dds plugin

I was informed that to fully mod Rome (not including 3dsmax) one would need notepad/photoshop or equivalent/pack extractor/and the dds plugin

What I need to know is if it is possible to download the pack extractor and the nvidia dds plugin for photoshop onto a disk and transfer them to another computer which has photoshop on it. My computer is not internet enabled, but i need these two items.

Is it possible to put them on a disk?

If so, could some kind soul please explain exactly how. This is really important for me.

Download the files, copy them to removable media (disk, CD, DVD, USB Key, etc) move removeable media to non-internet computer, install/unzip the programs.
