No Marian Reforms with all the requirements.

Hey, title says it it all, It is 149 BC, I have exactly 45 settlements, I have dozens of Latifunda all over my lands, I have a character who is sharp/charismatic/vigorous with 2 command stars 10 management and 10 influence and who just became a consul. But no reforms? I kept playing for 2 more years but still no reforms, and by then my characters consulship is over and his command is back down to 1, is it something to do with this?

Also I definitely have the scipt on.

Isn't the general who is supposed to trigger the Marians got to have the Popularis trait?

yes he has it. I've checked the requirements and I have them all.

You need more than 3 command as I remember it. 4 or above.
