Carthagian Reforms

When the Carthagian Reforms occur (I think 235 B.C. is almost inaccessible since 5 regional level 5 MIC´s are very, very expensive) – have I to destroy my existing native MIC´s and build up new ones in order to get the new, heavier units or will these units appear automatically in my barracks (with the respective MIC level) as soon as the reforms occurred?

They'll appear automatically in your old barracks.
And with Carthage you should make enough money by 235BC to build a top level MIC every turn.
