i have chosen hard/hard, ive heard very hard makes the enemy too aggressive and basically removes diplomacy, game always gets a bit too easy after initial hurdle to hard seemed the way to go, im a pretty competent commander as well but very hard can make unit matchups not quite work out how they should.

And I'm actually quite sure that you don't need the type IV governments in the Isles - unless you want to recruit Celtic Lesser Kings - just go for I or IIs when you can - after you get the reforms your military will receive its boost - note that the Celtic reforms also take into account your Gallic cousins so you might get those reforms faster than you think.

ok great, i wasn't sure if maybe III or IV where needed for some nice units the rebels start with, im happy with my I and II goverments for now, thanks.
Best is medium battle(EB is balanced over this) and anything other than easy for campaign.
