Personally I have only recently (238 BC or so that is) began constructing a MIC beyond what is required for Milnaht (so that be beyond level 3 or 4). And that one is located where Milnaht simply are not availble, namely: Bibracte. Reason: Milnaht come at about exactly the same stats as Casse Champions; with more skill & less armour for the former and less skill but more armour for the latter. The only big difference in the champions' favour would be their 'eagle' (morale boost for surrounding friendly units); but the Milnaht more than compensate with their lower cost.

I have so far had 0 battles where I ever needed a morale boost for my units beyond what the awesome chariots could give me. And to be quite honest: I favour the scares enemy units of chariots over the morale boost because of that..
Practically, that's the best, but I like to add one or two units of Calawre for variety. But as a matter of fact, that goes for every faction I play. I try to use all types of units available. Especially with the Romans, where cost/effectiveness isn't really important.
