ok, ive made new banners for my mod and they work fine. however, i just discovered that ungarrisoned cities have flags that are old the orinial game, not my new flags. how can i change this?

The banners are in data\models_strat\textures. Goes like this: Data\models_strat\textures\#banner_symbol_factionname
