In this timeperiod onagers (what we now call catapults) are not in use. Catapulta (what we would call ballista) were in heavy use differentiated by the size of rock they could hurl. They are essentially large crossbows that fling rocks rather than bolts. Greeks can build them from the beginning. Some factions can capture or bribe them. The Romans can build them after the marian reforms.

I think Foot means that if you capture the cities were they are produced, you can build them as well (after you have build a high-level regional MIC). You cannot capture them on the battlefield.

Military Industrial Complex: The name given to the consolidated recruitment building used in EB. The Barracks. It was originally a nicknamed used by the team internally but at some point was used externally and became a lasting nickname for the EB barracks buildings.

Once the Polybian reform marker is in your cities (you have seen the message from the advisor about changes to your military) you just have to increase the size of your factional barracks to get the new troops. If your click on your barracks you should see that it has a new bunch of troops to recruit and that none of the old troops will be available. As a side note when the Marian reforms happen your Polybian barracks will be destroyed by script and new equally advanced Marian barracks will be built in all your cities. You also get free level one barracks in all the cities that can recruit legionaries (there maybe an omission that I haven't noticed).
