This question made me check the Sarmatian AOR in the RV. Wow, they can get core troops in any area on the map. That must make them the easiest faction for any migration game.
And Atanamir IIRC you can build pastoralism anywhere except in nomad areas, but you need nomadism or mixed for the nomad government.
See the EB1 Maps thread for a map of the current regions with the nomad & mixed hidden resource;
Edit the desrc_regions.txt file (IIRC in the eb/world/maps/base folder) by giving certain regions one of those or removing one of those hidden resources from them, to modify the government 'distribution' to your liking.

Nomadic factions(including Parthia) can technically go anywhere on the map and still recruit factional troops.
I don't think you can recruit Grinpavr without a reform goverment, and I don't think you can put that everywhere on the map, but just imagine having Grinpavr(Or any Cataphract really) rolling up Gallic Battlelines.
I just finished a Pahlavan campaign and they can't recruit their factional troops anywhere. Thats why I was surprised at the Sarmatians. I see that the Saka have the same possibilities though.
