I've had that happen randomly, sometimes when a spy has died in a settlement, the fog of war decends. Yet if I move a unit out, it's raised. Move it back into the settlement, fow down again. Weird.
It began on seven hills - an EB 1.1 Romani AAR with historical house-rules (now ceased)
Heirs to Lysimachos - an EB 1.1 Epeiros-as-Pergamon AAR with semi-historical houserules (now ceased)
    Philetairos' Gift - a second EB 1.1 Epeiros-as-Pergamon AAR

Well, as it has happened like 7 times in a row now, I KNOW its when client rulers die. Nothing except FM's banishes it (no armies, unfortunately), and even then the problem isn't really banished, cos if the FM leaves again, it'll return. But I was also interested to know, whether dead client rulers aren't supposed to be replaced? None of mine have ever been, but since it works so smoothly the first time you get one, I keep wondering why new ones don't replace the deceased...
Moreover, I advise that Syracusans must be added to EB (insp. by Cato the Elder )

Is looking forward to the 2090's, when EB 20.0 will be released - spanning the entire Eurasian continent and having no Eleutheroi - with a faction for every independent state instead. Look out for the Gedrosians, the Cretans and the kingdom of Kallatis!

You can knock down the level four government, rebuild it (first the military one that is a prerequisite) and get a new client ruler. You should only be out for two turns.

I treat those 2 turns as an unavoidable period of unrest while news of the client ruler's death reaches the powers that be, and until a new ruler is appointed, or more advanced government is put in place.
One balloon for not being Roman

Also, perhaps it's a good time to exert some more authority during times like these, aka upgrade your government to a more centralized one. Then bring in one of your own.

Ok. Just wanted to know whether there was something wrong. This is just fine :)

I prefer lvl 4's to lvl 3's in the areas where I can have nothing else anyway - I like the concept of client rulers - I think of them as vassal kings, and it sorta confirms my claim of being the King of Kings, rather than merely King (so in other words, I sacrifice authority and management for the sake of pompous glory)

That does sound like a proper Shahanshah...

As for the FOW problem, wouldn't using toggle_fow 0 solve this problem? You could turn the fog of war off just long enough to make the necessary adjustments in the city.

Well, one turn of it is eminently avoidable through use of process_cq. I tend to use it for the military pacification when I'm advancing through the government types by generation (ie 30 years).
