Maybe if they expand into india or Africa, but no they don't have access to Phyross's breeding grounds.

You can check the recruitment viewer which comes with your installation of EB.

The only way for Makedonia to get elephants is to bribe them from other factions. They have ownership of the basic elephant unit (not the armored ones), but they do not have recruitment for them.

It is actually quite easy to add recruitment for the standard elephants in the correct places since they share the MIC with the Baktrians.

Can't you just build a level 4 government in the Indian cities and recruit them there?

I just looked at the RC and with the v1.1 release you can recruit standard elephants for Makedonia in India with a L3 Regional MIC. Which means, you can recruit them no matter what government you put in in India.
