Piracy (at sea)

I seem to recall seeing a thread that said it was possible under some circumstances to sink an enemy ship without them knowing who did it, thus war is not declared.

I've searched but cant find the tread as I remember it. Is it just me having delusions or does anybody else know anything about this?

If I recall correctly , somebody said an AI nations seemed to have done it to them, rather than vice versa
