AI doesnt conquer patavium without taking nikaia or w.e first (da city by byzantion accross straight)

it cant be rome due to it not expanding north before it takes rhegion (unless defeated repeatidly for many years, when i migrated epiros to sicily and it fought rome to stalemate over rhegion/taras)

German may be a good one as well, its easy since it makes humongous armies and tends to starve out opponents

I have had a campaign in which Makedon did what happened in your campaign.

My vote Kart-Hadast, with the Barcids in control (hence no focus on Africa). I have never seen them leave NW Africa alone. Something similar can be said of the Ptollies leaving Ammonium and Petra to the rebels.
