Doubts doubts doubts!

I´m in the year 228 BC of my Roman campaign and when i started this campaign i´ve made a few clear rules but i´m starting to doubt if i´ve made the right choices...

All settlements in the Roman heartlands have a standard level I government building (i guess).

I have given all other settlements on the Italian pensinsular level II buildings (including Sicily, Sardinia and Corsica).

If my troops occupy a settlement from any faction i install a level III government, settlements taken from the ''free peoples'' get a level IV government.

So now i´m doubting if i am on the right way

Did i make logical choices or....
