    I heard you like to make rome a type IV at first so that you can make a level 5 MIC, so that you mayrecruitable generals throughout the game. is this true and why?

    I think you confused it with the point that I made Roman Generals (= Equites Consulares) recruitable there, but that is from the existing factional MIC under a proper homeland government.
