No. They weren't Beta's. Thats the main reason behind the name 1.0, just so people stopped assuming because it had 0.X it was a beta.

0.7 was explicitly announced as an open beta. 0.8 also wasn't particularly finished when it first came out, but after several patches it was stabler than most "finished" mods, so the team decided to skip 0.9, in order to ditch the beta-image.
