IIRC then at the beginning there are 8 FM's. 2 of them are over 60 years old and there are some FM's who haven't 'come of age'.

But the people who signed up first will get the chance to pick first. IF they don't want the FM for some reason then the other people will have the chance to pick them.

So.. there is a small chance that even the last one in the list could pick the FM.
