When facing enemy horse archers, use cantabrian circle with your HA, and loose formation with your cataphract archers.
Be careful, do not exhaust your cataphracts unless it is necessary.
Do not be afraid to leave your settlements unguarded, use your troops for conquering and raiding.
Despite your grim financial situation you might want to consider hiring some mercenaries first turn to ensure immediate victory in battles to the west or south.
It is very important to capture the Yuezhi settlement in the Tarim basin as fast as possible, it has mines and is part of the silk road.

Dont be afraid to lose money. I dosent matter if you go a billion in the red. You will get them back after you have conquered a few settlements. But be careful about your units, you wont be able to buy new once in awhile.
