B) Serious EB 2 stuff started roughly when the Kingdoms expansion was released;
C) Initial moddability of M2TW proved somewhat... limited. Kingdoms promised to address much of these problems.
D) Kingdoms introduces a good bit of new stuff; plus comes with a somewhat more mature executable than does M2TW. (Though there are patches for M2TW...)
But of course the people who made that decision for EB1 are by now either moved on, or seasoned modding veterans (or both); and experience with RTW thaught the team some valuable lessons. However with EB1 designed with RTW in mind (including whole fake-special formations), porting it to BI is still easy enough -- but using actual BI stuff isn't. It'd skew much of the finely sculpted stat work done to balance certain units out; BI's special formations come with their own quirks & ways & bugs far as I've heard? That means there's little real incentive to move on.
