Every time I load my save, the majority of my type 2 governments destroy themselves, causing riots and costing a lot of money to repair all the time. Why does it keep doing this and is there a fix?

The only reason governments get destroyed is when you load to different campaigns in the same game session. If you load, say, a Casse campaign you must exit the game and return back into it to reset the background script, otherwise when you load your Roman campaign the background script will think you are the Casse and destroy the governments.
