No. It is there to defend Satrapy(basically Arche) mainly. When it leaves from the territory of Satrapy then Basileus can use it's units anyway he want's since they are considered as regular units then.
So it's not a good idea to piss of Basileus and the take your army outside your Satrapy.
However, if Basileus removes/disbands some units from Satrapal army in this situation he must recruit replacements.

Also, Satrap who have pissed of Basileus might get only cheap units as his 'core' Satrapal Army. The rest of the units (units got because of high Influence/Command) can be chosen by the Satrap.

In that case allow Basileus to decide this. But you should remember that if you capture some settlement then it belongs to Basileus and not to you.

Yes, I am well aware of that, especially since my Satrapy cannot consist of 2 regions, that have not 1 borderline in common, and all regions that are next to Ipsos already belong to us. I've read the rules
