Not really. It doesn't take a genious to say "we're going to need some new sewers man" plus IC Cunobelinus already has some experience. Being in charge of the Satrap doesn't require a satrap to do everything himself. He'll delegate most if not all tasks relating to day to day running of the cities, and really the only thing he'd probably personally oversee (unless he has a hardon for doing taxes) is construction. Influence is really the only thing that would allow someone to control a greater area. doesn't matter how good of an administrator you are, if you have no influence over the people, how can you expect to govern or rule them? However, it does take management skills to manage cities, and that's obvious. Seriously, the "you must have at least 2 management points to get a second settlement" is there for a reason, and if we just disregard that and give more settlements anyway, what point does it serve?
Management points is how it is, it's the way it's always been, and it's the best way to do it. It's why my satrapy got so big when the others' didn't, it's why when Nikarchos' took over it that it got so small, and I don't see why this should be changed when it comes to the change from Aratos to Arrhenides.

What? The settlements' sizes are completely irrelevant here.
I can, as Chancellor, transfer a retinue off of one of the myriad of inactive characters we have to Arrhenides to give him 1 pt. of management, as long as I do it before the turn ends. He'd have to get the second one on his own (hint, sit in school in Alex. or Memphis).
nononono i'm not saying anyhting liek that.
But I think this is a special case. Memphis and Alexandriea are like bread and butter, or peanut butter and jelly, peas and carrots (i hate both peas AND carrots). Splitting them up shouldn't happen just because the satrap hates maths

It's not a special case: the rules are the way they are and they apply to you just like they applied to SwissBarbar and still apply for everyone else, and what settlements we're talking about doesn't change this. If you don't want to break them up, you should have the satrapy dissolved and take the position as regional advisor. Then they will be together and you will still have practical control over both.
