Background
Numerius Tuditanius as a baby was found in the middle of the battle field by a centurion named Caius Tuditanus.Caius gave him the name Numerius Caius Tuditanus. he entered the roman military academy of ravenna. there he met his future Rival Gaius Atticuss. he graduated as a Senior Centurion. his first objective was to serve under the general Caius Silva. when Caius Silva was called back to rome, Tuditanus promoted to the rank of captain leads the6 legions in the border. in the winter of 150 AD his fort was attacked by 2 german tribes, the Cimbri And the Teutons. Numerius defended the fort and reppeled the enemy quickly. Numerius was called back to Rome without knowing the reason. In rome he was appointed general germanicus by the senate. now in full name Numerius Caius Tuditanus Germanicus launches a campaign to subdue the german tribes. he conquered the entire that what is it now Germany,while Caius Silva , his former commander conquers Dacia and Thrace with Trajan. Germany was Conquered in c. 166 AD in that time Numerius was 43 years old.
In rome Numerius entred the city with triumphs and parades by the people
ps. He is my Favorite Character in RTW due to his superb might and command skills.originaly he was given the name Numerius Tuditanus the mighty, i just edited it because "mighty" is not a roman name

Hey guys, I did a brief outline of the rules that we can work on just so there's a starting point. There are areas that need attention and discussion, and also please point out anything that doesnt make sense or isn't covered. I know I won't have covered everything and probably will have stuff out as I had several ideas at once:
Arverni PBM Rules
1. General
*1.1 Game Settings:
RTW with the 1.5 patch
Europa Barbarorum 1.2 (includes permanent fixes)

*1.2 Avatar
Each player will role-play a character related to the Gallic tribe of the Arverni. On joining the game each player will choose an avatar to represent this character. Avatars can be 'family members (FM)' or prominent tribe noblemen (Represented by RGB’s).
Players are reminded that due to limitations imposed by RTW, only avatars on the family tree will be able to marry and have children.
Possibly ditch in-game Faction Leader and Faction Heir traits (as in just ignore them, like we did in BtSH) so that any strong player, FM or RGB, has the chance to become Verrix.
Players may not use Agents as avatars, since Agents cannot fight battles and have a different set of stats from FM's and RGB's.
If a Man of the Hour adoption is offered to an avatar, the choice of whether to accept it is entirely up to the avatar who is the adopter.
1.2a Avatar Adoption
No 'Man Of Great Potential' offers at the start of the turn will be accepted.
1.3 Battles
A player whose avatar leads an army that is involved in a battle will be expected to fight that battle.
This will involve downloading the savegame of the battle, playing it and then uploading the resulting savegame.
Uploading the post-battle save must be done within 48 hours of the pre-battle save game being uploaded.
If the deadline expires, the battle is auto-resolved.
If a player cannot fight a battle that is assigned to them, the battle may also be fought by any player whose avatar will also be present in the battle.
Under no circumstances will a battle be fought by a player whose avatar is not present in the battle.
If there is no player available to fight a battle, it must be auto-resolved.
If there are no allocated avatars involved in the battle at all, it must be auto-resolved.
1.4 Game Management

1.5 Events
Whenever they desire, but no more often than once every 10 turns, the game masters or anyone they choose may create an in-game Event.
Events are not limited in scope, subject matter, or method of implementation.
All game rules, including * marked rules, can be violated to implement an Event.
The players can prevent the implementation of any single Event through a simple majority of unweighted votes.
1.6 - Game Masters
_____ will serve as Game Masters and are responsible for management of the game and enforcement of the Game Rules. They can delegate any of their powers to another person whenever they choose.
2. Rank System
2.1 Rank Gain and Loss
All Players enter the game at the rank of Nobleman(?).
Noblemen will be promoted to a higher rank as soon as they meet the requirements for that rank.
If, at any point, a Nobleman ceases to meet the requirements of their existing rank, they will be demoted to the highest rank whose requirements they meet.
(OR we possibly ditch the existing rank system and we try something along the lines of this:
Rankings
I would suggest having the Chief and his family, going down in importance considering how close a relation and how much in favour you are with the chief.
Then below that would be the officials, such as the diplomats and so on. That doesn't need much explaining.
Then the Thanes, or lords, the noblemen of the tribe. These would all hold the same rank of Thane, but would differentiate in importance due to their holdings and how much in favour they were with the Chief and other members of the tribe. Therefore most players would have the same rank, and would have to rely on accomplishments, bravery and favouritism to advance in importance. Those who cannot gain that are the more likely to want to try and kill the Chief, and the less important they are the less chance of success.

2.2 Gaining and Losing Provinces

2.3 Retinue
At any time, a Player may give any retinue item/member they possess to another Player or remove it from their avatar without giving it to anyone else.
If a retinue item/member cannot be transferred or removed due to game coding or distance between avatars, console commands may be used to allow the transfer or removal.
2.4 Ranks
Verrix
Requirements: Must be named heir by previous Verrix and have no outstanding challenges to throne. Must have #% noblemen support(?)
Influence: Depends on noblemen support %
Powers: TBD
Taoi Arjos
Requirements: Must be named successor of current Verrix (this can change anytime Verrix is in power)
Influence: Depends on noblemen and Verrix support
Powers: TBD
Nobleman
Requirements: None
Influence: Depends on decided variables

2.5 Titles and rewards
Possible replacement for lack of ranks. Noblemen can be rewarded titles and gain power through jobs such as Treasurer etc. Titles can be gained and lost due to merit and/or favouritism, and the direct family of the ruling Verrix may find they are given important jobs despite possible obscurity. The Verrix may wish to claim any and all of these titles should he choose, giving him maximum power, though this would of course diminish his popularity and support amongst the noblemen.
Possible titles:
Treasurer (Obviously in charge of tribe funds)
Requirements: Must have been appointed by ruling Verrix
Influence: Depends on relationship with Verrix
Powers: TBD
Character Points: TBD
Field Marshal (In overall charge of tribe military forces)
Requirements: Must have been appointed by ruling Verrix
Influence: Depends on relationship with Verrix

General (In charge of leading a single force or expedition)
Requirements: Must have been appointed by ruling Verrix. A General must be appointed for each separate force and/or expedition-no army can be leaderless)

2.6 Character Points
These could be accumulated as in other PBM games, though it up to the ruling Verrix whether he takes notice of a player’s ability or not. If overlooked unfairly, however, the Verrix may lose popularity with that player, though he would gain popularity with whoever he appointed in his place. Character Points could be one of the factors that decide whether a player is able enough to challenge the Verrix.
Possible character point contributions:
"Crushing Defeat" -3 points
"Clear Defeat" -2 point
"Average Defeat" -1 point
"Close Defeat" 0 point
"Close Victory" 1/2 point
"Average Victory" 1 point
"Clear Victory" 2 points
"Heroic Victory" 3 points
“Title of Treasurer” 3 points
“Title of Field Marshal” 4 points
“Title of General” 2 points
“500 gold personal assets” 2 points
“1000 gold personal assets” 3 points
“50% Nobleman support” 2 points (+1 point every 25% after that)

3. Government and/or tribal gatherings
3.1 Tribal Councils
Each tribal Council will meet in a Normal Session after every 8 turns.
Out of session, there can be open debate and deliberations.
Each Normal and Emergency Session consists of 3 real time days of debate, followed by 2 real time days of voting.
Each Tribal Council must contain an anonymous poll, where every nobleman votes either their overall support or overall dislike of the current Verrix. If a Verrix’s loses overall popularity with over two thirds of the Council of Nobles, another anonymous poll is taken to find out who the nobles wish to challenge the Verrix for power.
(A form of challenge needs to be discussed)
3.2 Tribal Gatherings
Every 12th turn, all the tribes can come together for a respective peace, where trade, meetings and talks can take place amongst people that would usually be at war with each other the rest of the year. These sessions could be used to form alliances, to discuss peace terms, to discuss next year’s strategies, or whatever each tribe wants.
Out of session, there can be no open actions between tribes, except if a tribe demands a rival’s surrender, and talks ensue, or in similar circumstances.
If one Verrix has enough influence, he may be able to call an emergency Tribal Meeting. These are not compulsory to attend by every Verrix. These emergency tribal meetings may be used to unite several tribes at once, though if several Verrix decides to join together under one, that single Verrix will hold power over all of them, as if he were the one Verrix and all others were noblemen.
3.3 Proposing Legislations
During each session, Players may propose Edicts and Amendments, up to the limit allowed by their rank.
Edicts and Amendments may be seconded by other players, but it is up to the Verrix to decide what edicts and amendments pass at the end of the council. However, he may lose popularity with nobles whose edicts and amendments are denied, but he could lose favour with most of the nobles if he accepts ridiculous propositions that endanger his tribe.
*3.4 Amendments
Amendments require a two-thirds majority of votes to pass and can permanently modify the rules in any way, except for rules marked with a *
3.5 Edicts
Edicts require a simple majority of votes to pass and remain in effect until the next normal session of the Council.
Tied Edicts fail. If contradictory Edicts are passed, the one with the most votes takes priority.
Everyone can propose Permanent Edicts (PE) the same way as normal Edicts. PE's will stay in effect until Edict that changes them passes; they are fulfilled or taken out of effect by a vote in the council.
3.6 War
Except as allowed by rank powers under Rule 2.4, any declaration of war must be authorized by an Edict. If a tribe is planning a military action, it must be decided in the war council. Emergency military actions, such as responding to an enemy raid, can be discussed and initiated outside of a council session if necessary. However, war should be limited to the seasons of summer, spring and autumn, winter being the season to prepare and train.
3.7 Rank loss and Impeachment
A character may lose his privileges to the Verrix at any time should he fall out of favour with the Verrix, be that through incompetence in their role, the Verrix using his powers to revenge a loss of an argument etc. or having supported or manufactured resistance to the Verrix. However, the Verrix may face a large loss of popularity should he remove privileges without good reason, even if he is entitled to do so.
If a two thirds majority of the Council of Nobles agrees that a character is incompetent enough to lose his title, the matter can be brought to the Verrix. The Verrix then decides if the Council is correct. If he refuses, however, he risks losing popularity with those two thirds of the tribes nobles.

yes this should be quite different then most other PBM's. There are some things taken from other games, but it should be something totally unique. The amount of Independence we are giving to tribes should create a lot of conflict, and hopefully a lot of fun.Suffice to say TCV and Celtic punk know their stuff.
We are talking about good numbers for Personal income right now.![]()
Also, anybody know a better title we can call normal people besides "chiefs"? Also a better title then Tribal Treasurer? Comparing those two besides Vollorix and Verrix just seems bland.
Also anyone know any Modders? We are thinking about switching over to 1.2, but would need to mod some traits and such. If any of you don't know anyone will have to ask around the EB mod section.

We were thinking more about getting rid of the RBG traits that 1.2 added. The interloper stuff needs to be edited out as well as the choice between allied general and client ruler.

No, those traits would have to go, because a non-RGBs would create big unrest under type 4 governments, and RGBs would create big unrest under type 1-3 governments.
Not to mention that all RGBs would be "allied generals", not just one or two. So, assuming it would be to the levels we had in WotB, and we go by the dead avatar list (the only one that reveals RGBs AFAIS), 8 out of the 15 that we know the status of, were RGBs. In other words, the majority would be "traitorous Romans" under those circumstances, and. I don't think we'll have any reason to think that the ratio will be any lesser now, especially since we'll have less settlements.
