I have found that some factions are not destroyed even when they lose all their settlements and units (there's no trace of them on the map). So the Welsh have probably been destroyed.

I don't know where the Pope would respawn but returning Rome to him is a mission, not a diplomatic action so he should contact you and ask for it back.
