I must say that I agree with Kleonemos. Even if the people of the now Parthian cities supported the uprising, they have also supported our rule for many years. The Arche is composed of many different nations, all of which have different opinions and points of view. Our goal is not suppression, but rather unification. Anything except occupation and forgiveness, although it may pacify the region, would be an act of tyranny and would surely lead to dissent and further revolts. Therefore I second Edict 7.1.

I would also like to second Edict 7.2. Petra has been a thorn in our side for far too long.
