Definitely in, I use www.gameknot.com for my current games, IIRC you have to play at least 5 games before you could setup a tournament so maybe a different site will be better to set up the comp.
usually with correspondence chess you can set the limit for x amount of days, with gameknot each player plays 2 games against everyone else (1 white 1 black obvs) and the scores are totalled so it's more like a league than a cup style game.
If you wanted to use gameknot then I don't mind playing all comers and resigning after 4 moves or so to give people the 5 game minimum.

The problem with that is that it would take ages to finish the tournament. Think about it: I would say 3 or 4 days is probably the fastest you can finish a reasonably long game so it would take over a week for 3 games to be played out and if 32 players played, it would take probably at least 2 months at a conservative estimate
