They could be remnant armies that were left leaderless when all their cities were taken... But it seems unlikely that you as Casse should encounter any of them! Are you saying that the brigands that spawn are all using AS units? Or mainly the pirates?

And you haven't by any chance fiddled with the files whilst maintaining an ongoing campaign?

Nope, haven't fiddled with any files, and it's really odd that all the brigand forces - land and sea - in Gaul, Germania, Brittania, etc., on the Main Map appear as AS but if you actually do battle with them they are clearly brigands or pirates.
