KH and Phalanxes

I KNOW I've seen KH with non-mercenary Phalanxes before. How do I get them and where? I've tried various MICs but can't seem to find them. I've looked in the recruitment viewer and it distinctly says "Greek Phalanx." Can anyone help me?

Ok - Huge City in Italy - Check. I did a little cheating, and made Rome into a huge city. However I did not get the reforms. Anyone help me now?

It doesn't work with Rome, try Capua or Arretium.

Maybe you mean if Sicily is Italy? If so, I think it isn't.
