No, it's not. It's EB.

EB has the expressed goal of presenting all factions equally, without focus on any particular faction. That means that all factions will be given the same degree of realism and historical accuracy in their units and culture.
To give the Romans an unhistorical unit just because it would be cool, is completely out of line with this goal.
And the EB-team has clearly stated that LS will not be in the game, so there is no need to discuss this further.
