I've reached the year 203BC as a Romanus (average campaign difficulty; difficult battles). As I have conquered 91 settlements, I've got the new troops (good looking by the way) but I cannot recruit cavalry any more; is that normal?

I've reached the year 203BC as a Romanus (average campaign difficulty; difficult battles). As I have conquered 91 settlements, I've got the new troops (good looking by the way) but I cannot recruit cavalry any more; is that normal?
You should be able to recruit a sort of regional cavalry from Iberia, Germania, Thrace, and Gaul. Off hand, I believe these require factiona MIC's but I can't be sure.
Keep in mind that these aren't just units that you get like from an allied state, these are actually soldiers who are only available to Rome even though they are from the 'Barbarian Provinces'.
Roman Auxilliari cavalry are recruited in Factional MICs, level 3 for the Thracian and German ones and level 4 for the Gallic and Iberian ones. You are also still able to recruit Brihentin in several Gallic provinces. They require a level 5 regional MIC, so you do need a type IV government.
