    Default Parthian Reforms

    I'm currently running a campaign as Parthia, and have managed to get pretty much every Selukid town east of Persepolis. However I just now realized that theres some sort of parthian reform building I can build if I don't demolish the destroyed Selukid government of a region. My problem is that I've demolished every Selukid gov. building I've come across, with the exception of one region. I then went ahead and did the migration thing in all of them. My question then is; is it too late for me to still get the reforms? I'm not really sure how this mechanic works, so have I completely ruined this campaign by not putting reform builidngs in my provinces? Any help would be most appreciated. Thanks!

    No no no, keep cool, you don't have to keep the seleucid government, just destroy your own ones, rebuild: occupation, migration, pastoralism, (settled communauty?), warlord's horse herds and large market, make sure you did not build "large settled communauty", or destroy it then a "reformed pastoralism" building should appear on the building list, then "settled aristocracy" and "advanced settlement".

    Then you have access to a "reformed government" buildingon most of the Iranian Highlands and Mesopotamia.
