Romani Reforms Question

First off please forgive me if this has been asked a million times already but I cannot find anything on it!

1. What conditions need to be met for the Marius reforms to happen? Particular year?

2. Apparantly you can also get an Imperial Roman event if a certain personality has the correct traits and the situation is available? could somebody explain what traits are needed and how this works?

Have been playing the Mod for a while now but wanted to explore some Romani campaigns.
