Our Royal Navy will be operating there and there may be combats there. We can simply not guarantee the safety of the merchant ships, but we will not stop them if they enter the zone on their own risks.

That is acceptable, we are sending our own navy to ensure thier safety, as long as the French, Austrian, Egyptian and/or Ottoman navies do not actively seek and attack noncombatant ships in the region there should not be any problems.
