Austria is worried by the current situation in France. There is no King in the country and therefore, the country is in a situation of anarchy. This insanity must be stopped immediately. For security reasons, Austria moves its ambassador from Paris to Nancy, close to the French border, and leaves only his assistant in the embassy.
Austria hopes the situation will calm down soon, so that the ambassador can safely return to the capital.

I am quite confused. We have a rebellion in France therefore nothing is stable there; we also have a rebellion in Istanbul, it's the same. Maybe you should write a short chapter about the events until November (the Conference in Munich is just over; the French King has just fled; the rebellion in the Ottoman Empire has just started). In other words, half a chapter.

The new Sultan of the Ottoman Empire recognises the independence of the Sultanate of Egypt and hopes that cordial relations and trade agreements can be established forthwith. A new era of Muslim brotherhood and prosperity needs to begin, because without internal stability it is impossible to modernise of education, trade, production, finance and military. Without reforms it is only a matter of time before we all become Western puppets. We need to look inwards, cease our failed attempts of spreading Islam through violence and work together to stop the stagnation of our Faith. Thus we would hope that the Sultan of Egypt recognises us, Suleiman III, the Sultan of the Ottoman Empire as the Khalifah. The Levantine pretender neither has the right nor the wisdom to guide the faithful through these trying times to come.

We will start by stating that the policies and decisions of my predecessor were foolish and bordering on insane. He managed through stupid alliances and needless wars in Europe to throw our great Empire into turmoil and ruin. This is why he is now dead. We fully understand your position. Like you, we rebelled against an incompetent and worthless ruler, who acted in a manner unworthy of a Caliph. However we urge you to reconsider your decision of seceding from the Ottoman Empire and ask you to withdraw your rival claim on the title of Caliph. The faithful have suffered a multitude of reverses as of late and we cannot afford further divisiveness to weaken the Ummah. We need to be united and stand together as a community if we are to stop Western influence in the region. Even now the Christian monarchs are looking at intervening in the Levant due to your ill-advised actions against churches and this intervention is unacceptable. We present to you an ultimatum with these effects:
1. Rejoin the Ottoman Empire.
2. Renounce your claims on the Caliphate
3. Renew your vow of loyalty to me, the Commander of the Faithful.
4. In return you will be re-institated as the Military Governor of the Levant.
If you do not agree with these demands, we will personally see to it that your pretender Caliphate will not survive the year. We hope that you do not make the mistake of my predecessor in fighting a needless war that will only serve to weaken all of the Ummah.

There is not much right now. News from France are rare and uncertain. The mob seems to rule the French capitol. There mut have been some murders. Currently parliament seems to negotiate with a Burbon aristcrat named Louis-Phillipe. There is hardly any news from the rest of the country.
From Turkey, news are less. The sultan was killed by a revolt of his guard and seems to be replaced by someone who calls himself Suleiman III, Khalifah and Sultan of the Ottoman Empire.
The old French King preferred fleeing.
That is all.
Oh, one thing: Newspaper reports about the conference of Munich are very bad. Only partying but no decisions trhat could solve the urgend problems.
But now the papers are filled with horror stories from France. Many speculate that a new wave of revolution could roll over Europe. So better be aware.

NEWS FLASH:
Louis-Phillipe agreed on a constitution, which gives human rights and much influence to the parliament. In fact it seems to be the most liberal constitution by far. Parliament accepted L-P as the new King of France. Maybe this ends the rebellion at France - but it may cause more trouble elsewhere!
Austria is sceptic to the liberal course of Louis Philip. This will create many problems and one day the King may understand it. Unfortunately, the flight of Charles X allowed this slight loss for the French monarchy. Yet, Austria supports the King himself, not the form of the government. It is the King that makes the government and Parliaments come and go just like the moods of the revolutioneers. Austria was also utterly disappointed by the course of Charles X and his inability to keep the control on his country. Austria hopes King Louis Philip will manage to cope with the situation and the republican insanity. It was only the trust in the abilities of the Bourbon prince that allowed the Kaiser's government to accept some minor concessions. Otherwise, the Austrian position stays unchanged and will keep the revolution away from its neighbourhood.

The situation at France is still far from stable and i would like for all our neighbours to wait for our new cabinet to be established and Constituation to be finished. First public speech of the New King of the French:
Citizens of France!
As your new Monarch of our parliamentary Monarchy i would like to tell you our policies from now on and ask for all of you Frenchmen to help me with your best abilities for us to reach our common goals.
The French constititution will be renewed. King will be the ruler of state, but he cannot rule without the council of French parliament. King and his council will decide on foreign policies of our souvereign, but domestic policies and budget will be decided together with the Parliament.
All the current diplomatic treaties are to be respected.
In the case Monarch decides to abdicate in middle of his term, Parliament will choose the successor, unless there is concensus between the Monarch and Parliament about succession of the throne.
Any Man has right to run for parliament if he is French citizen.
A govermental college will be founded where any man can take tests and if he qualifies he can be appointed to a office in local or national government.
Declaration of the Rights of Man and of the Citizen will be included to our new constitution, so every man will have basic rights and all men are equal in the eys of law. Here are the articles included in constitution about civil rights:
Article I - Men are born and remain free and equal in rights. Social distinctions can be founded only on the common utility.
Article II - The goal of any political association is the conservation of the natural and imprescriptible [i.e., inviolable] rights of man. These rights are liberty, property, safety and resistance against oppression.
Article III - The principle of any sovereignty resides essentially in the Nation. No body, no individual can exert authority which does not emanate expressly from it.
Article IV - Liberty consists of doing anything which does not harm others: thus, the exercise of the natural rights of each man has only those borders which assure other members of the society the enjoyment of these same rights. These borders can be determined only by the law.
Article V - The law has the right to ward [i.e., forbid] only actions [which are] harmful to the society. Any thing which is not warded [i.e., forbidden] by the law cannot be impeded, and no one can be constrained to do what it [i.e., the law] does not order.
Article VI - The law is the expression of the general will. All the citizens have the right of contributing personally or through their representatives to its formation. It must be the same for all, either that it protects, or that it punishes. All the citizens, being equal in its eyes, are equally admissible to all public dignities, places and employments, according to their capacity and without distinction other than that of their virtues and of their talents.
Article VII - No man can be accused, arrested nor detained but in the cases determined by the law, and according to the forms which it has prescribed. Those who solicit, dispatch, carry out or cause to be carried out arbitrary orders, must be punished; but any citizen called [i.e., summoned] or seized under the terms of the law must obey at the moment; he renders himself culpable by resistance.
Article VIII - The law should establish only strictly and evidently necessary penalties, and no one can be punished but under a law established and promulgated before the offense and [which is] legally applied.
Article IX - Any man being presumed innocent until he is declared culpable, if it is judged indispensible to arrest him, any rigor [i.e., action] which would not be necessary for the securing of his person must be severely reprimanded by the law.
Article X - No one may be questioned about his opinions, [and the] same [for] religious [opinions], provided that their manifestation does not trouble the public order established by the law.
Article XI - The free communication of thoughts and of opinions is one of the most precious rights of man: any citizen thus may speak, write, print freely, save [if it is necessary] to respond to the abuse of this liberty, in the cases determined by the law.
Article XII - The guarantee of the rights of man and of the citizen necessitates a public force [i.e., a police force]: this force is thus instituted for the advantage of all and not for the particular utility of those to whom it is confided.

Article XVI - Any society in which the guarantee of rights is not assured, nor the separation of powers determined, has not a bit of Constitution.
Article XVII - Property being an inviolable and sacred right, no one can be deprived of private usage, if it is not when the public necessity, legally noted, evidently requires it, and under the condition of a just and prior indemnity [i.e., compensation].
We shall have Freedom of Religion. So any man can practice their religion without purge from government or other citizens protected by our constitution.
Slavery shall be abolished in Continental France as well in any colonies that could be included to our Souvereign.
National conscription shall take place. A mandatory military service of 2 years will take place for every male in the year they are turning 19 years. First year is for military training and second year they are in readiness to defend France. During their second year of service they are also available for any non military use which government sees fit for them, like major building projects. After two years of service they will move to reserve and be called for duty if needed.
A military academy will be founded, where the most talented of their age class will be educated as officers in regular or reserve duty.
The current military will be abolished except Officer core deeemed fit for our new army and every man that decides to stay in France and become a citizen will gain a grant of land from government, from which they can support themselves and their families. Government will also give them a start stipend, so they can purchase equipment, seed and animals to start farming. The same land grant and starting stipend is available for Napoleons veterans whom many have stranded from society.
The goverment will confiscate all the uncultivated or otherwise unused land and via landreform it will be distributed to veterans and unemployed. As sign of equal wish to join the hardships. The King will release half of the royal lands for the reform.
The government will release Governmental bonds so any patriotic Frenchmen can purchase those in support of their government. Said bonds will be payed back in time of five years after the worse is gone. The King will buy the said state bonds with half of his personal assets as sign of solidarity.
The Government will repair our countrys´s great harbours and rebuild La Rochelle.
With these basic reforms the government promises to the people that France shall rise from the ashes. Once we rise to our knees from our backs, we will continue so that we can rise to our feet from our knees and proudly watch around us as our Nation will start to flourish.
As a sign of equality we will disband the use of the flag our predecessors used and our new flag Tricolor shall wave as proof that all men are equal!

Seeing as the British Government has been unable to provide us with the details of the signed treaty in due time we have no alternative than to proclaim the treaty to be invalid. We cannot agree with something that we do not know the specifics of. However seeing as the Greeks have already been promised a greater degree of freedom, we will continue to oversee the process of Grecian independence and will gladly accept the guidance of the Concert on the matter, both in regards to the formation of the constitution and the choice of sovereign.
