Third Section of His Imperial Majesty's Own Chancellery

[Czarist address to the Russian Duma]

Nobles and land owners of this esteemed Russian assembly:

The uprisings in Western Europe and the Ottoman Empire represent an insidious and pervasive threat to our empire. While others squabble and kill their brethren, Russia has remained relatively calm. However, we would be fools to think ourselves immune from this threat.

Therefore, I have established a section of the Chancellery that is responsible for ferreting out such insurrection. Count Alexander Benkendorf has agreed to lead this organization in its patriotic duty to protect the motherland. Let this be a warning to anarchists, radicals, and foreigners that Mother Russia is always on guard against internal threats.

    Nicholas I
Emperor and Autocrat of All the Russias
King of Poland; Grand Duke of Finland

Reinvent the British and you get a global finance center, edible food and better service. Reinvent the French and you may just get more Germans.

Apologies, governments of Europes, but Economic affairs have consumed my attention over the past few weeks and I have been unable to attend any conferences (Basically, I'm in the middle of A Levels.)

These people, though atheists themselves, stay behind the rebellion in Rheinland and in Brussels as well as behind the unrest in the Southern German states. Now these people have taken control in Frankfurt, Brussels and Rheinland manipulating the mobs. Their purpose: to destroy the old order and the monarchies, to sink Europe into blood and destruction so that the radical elements can take over. These have misled the new Prussian minister and are secretly triumphing. But I hope the European monarchs will not allow them triumph.
Although I agree with your analysis of the riots, I disagree that I was "misled". I have sought to address the root cause of the majority of the protestor's anger, thus allowing the protests to die down and capture the true radicals. It is my opinion that we cannot simply bury the problem and expect it to be solved for ever.

I would say this represents the solidarity principle and that is: the monarchs should help each other against the revolutionary threat. Such things have been done before and they are done now, naturally. I really doubt France would try to keep the occupied lands for herself. And Prussia should not feel threatened. Of course, the rebellious elements I mentioned above try to encourage such rumours and with the power of their speeches they lure the innocent and naïve souls to a mortal sin: the rebellion against their master.
The position of Luxemburg is that that a joint Franco-Prussian force should have been sent into Luxemburg. Although it is too late to turn back the clock, my primary concern with the situation is France's undisputed control of the fortress at this moment in time.

In my home town, the beautiful city of Koblenz, in Rheinland, I saw what these terrorist encourage people to do thirty years ago. Hours, no – days and even weeks of plundering, rape and disorder.
Agreed, and we hope to end the chaos as soon as possible.

The contribution of a Prussian Police Force, as was previously promised by the former and late King, would insure the continuing survival and care for these populations.
There was a Prussian police force planned? Had this been revealed to me earlier I would have found the situation far more amiable and not had it blown up into the confrontation we just experienced.

    Meanwhile:

While the French are sitting around waiting for information (yet again)…

The Welsh commander peered outside his pavilion at the lifting fog. For a moment it almost reminded him of home. Remove the tents, soldiers, and of course, the cannons and one could almost call it tranquil.

It is quite a honor to have a Welshman lead the siege of such an important city. Constantinople: City of men’s desire sat atop the Bosphorus. Such an important and tiny strip of water. The fog and morning sun hinted at the former glory of such a great city. The city under siege, the city that threw his men back.

They did it; they actually did it. No hope, no navy, yet only one way out. His men would win…eventually. Looking out across them he could see it in their eyes. They didn’t know or care about the strategic significance of such events, just that they had to sit in it day-by-day.

His page brought him some tea. It was fresh, thanks to British naval superiority. Without secure logistics, the besiegers could easily become the besieged. For a moment, the smell of the tea pushed away the filth, mud, and powder. For a moment he was home. But what of those who were at home, in the city? Something made him think back; back to a time he had studied and wondered about. Then the words came to his mind.

    http://www.rorkesdriftvc.com/myths/menofharlech.mp3 (played at low volume)

Men of Harlech, march to glory,
    Victory is hov'ring o'er ye,
    Bright-eyed freedom stands before ye,
    Hear ye not her call?
    At your sloth she seems to wonder;
    Rend the sluggish bonds asunder,
    Let the war-cry's deaf'ning thunder
    Every foe appall.
    Echoes loudly waking,
    Hill and valley shaking;
'Till the sound spreads wide around,
    The Saxon's courage breaking;
Your foes on every side assailing,
    Forward press with heart unfailing,
    'Till invaders learn with quailing,
    Cambria ne'er can yield!

    Thou, who noble Cambria wrongest,
Know that freedom's cause is strongest,
    Freedom's courage lasts the longest,
    Ending but with death!
    Freedom countless hosts can scatter,
    Freedom stoutest mail can shatter,
    Freedom thickest walls can batter,
    Fate is in her breath…

A distant sound interrupted the lyrics.

    http://folk.ntnu.no/makarov/temporar...alaam_1997.mp3 (Crank it up!)

Suddenly the camp stirred. Even the cannons stopped yet the song continued. Indistinct orders echoed throughout the camp.

    Damn this fog!

Had this been midday he could see what lay in the direction of the music. A cloud of dust; distant movement? Then there it was, in full view.

A man on top a white horse, guarded by 1,000 men in full colors. And…there…cannons! As suddenly as they appeared, they halted and a new song began.

    Could it be?

Assemble the men; the Russians are coming.

It is a hot day in the nation of Austria. Emperor Franz I is wondering the halls of his palace, the legendary Hofburg Palace. He is extremely pleased with the deal he was able to help broker between the British and Russian Empires regarding the Ottoman debacle. He thinks to himself what will happen if Vienna can not host as many, if any, more word wide meetings, if his empire will lose influence. "Never" he mutters. .....

His brother, Archduke Charles, suddenly comes rushing down the hall, asking him to go to his throne room. He does so, without asking. In enters the room to salutes from the guards and from the generals/officers standing in the room. Colonel Rodolphe Louis Emanuel Reial de Cmapelle, a Swiss general. Also in attendance is Archduke Charles (who is leading the Emperor in) and General Warman8 who is returning briefly from the Italian theater and the Croatian General of the cavalry March Slivarich von Heldenbourg, who is there observing.

"Sire" speaks the Swiss Colonel. "There are reports of Russian troops outside Constantinople. The British do not know what to make of this. Should I mobilize my Swiss troops and put them on stand by?"

"Brother" speaks the Archduke. "I do not know what to make of this. Perhaps it is a simple token force going there for peacekeping duties?"

"Emperor" speaks Warman " Perhaps they are there to help the Russians besiege the city?"

The Emperor sits, looking at his men, pondering what they have said.................

"Well" says the Emperor, turning to the Swiss colonel. "Mobilize the 8th Swiss regiment". "Archduke and General Warman, you are returning to the Italian front, however, March and Rodolphe will be put on stand by along with a Austrian commander in chief. Perhaps we will see some action."

"Long live the Austrian Empire!" Shouts the military commanders, as they bow and leave the throe room.

Hi , I am back and ready to go on!
    Thanx all for the congratulations!

    What happaned with the Kaiser???

I will need a couple of days to get through the new stuff, but you can already send your orders, if you do not need info from me.

As it is summer time now, it is time to plan the holidays. Maybe you can post, when you are offline and so we can plan the chapters.

In the camp of the Austrians outside Munich, there is much celebration over the order that is restored over the beer revolution. Surprising, a lot of the citizens are getting along with the Austrian troops. They may live in different nations, but they still Germanic by blood. But that was a few days ago. Now the camp is quiet, and doesn't seem like there is a lot of Austrians around, besides some line infantry and some Hussars and Curissares..........

At Hessen, the rebels are also celebrating. They believe the Austrians are cowards, they believe they can not stop the mighty German troops for Baden-Baden (who was cowarding in Hessen) and the Hessens!

Outside the walls of their town, the guards are on duty. They mutter to themselves "Why can't we be celebrating right now....."

Suddenly one of the guards falls over the walls dead, a bullet to his brain. The one officer of the rebels look at his telescope and sees something disturbing..... The banners of.... Austrian Empire, with Friedrich von Hohenzollern-Hechingen at the helm with bayonets fixed and artillery being put into place.

Assemble the men, the Austrians are coming!

    ------------------------------------------------------------------------------------------------------

In Northern Italy, on the border, people are overjoyed, Archduke Charles has rushed back to Vienna because of the reports saying Russia has sent troops to Constantinople without Austrian knowledge. The citizens outside of the Austrian controlled territory is collecting supporters and even troops to possibly fight against loyalist troops (Rome) and the Austrians.

Suddleny, on the border, several hundred Austrians appear, with the Archduke at the front with his saber drawn. The crowd quickly disappears, but knows the Austrians knows every thing and they are ready.

Assemble the supporters, the Austrians are aware!

    --------------------------------------------------------------------------------------------------

The Welshman and the Russian man are being acquainted with one another. Their forces are senting up a combined camp and their officers are now discussing how to take the walls.

"Well, we can launch a massive foot assault" saids the Russian.
"Or launch it after we do a major naval bombament" saids the Welshman.

They both sit down and glare into the sunset, amaze that they both are working together to besiege such a great city.........

In Wallachina, something is not right, a Germanic force is heading though the land, but it is not invading. The men are paying for their foods, and playing with the children as they march though, quite nice fellows they are. They are singing songs in German. The banners are soon discovered as...... Austrian flags. Some say there only 2,000 men coming though, others say 6,008 troops are moving though, including parts of the Imperial Guard, which is strange, since there duty is to protect the Emperor of Austria.....

They are getting close to the Ottoman Border, since they been marching 16-18, sometimes 20 hour days. Russian troops are escorting the men to the border, not knowing what to make of this. The Colonel leading the Russian troops marches down the line. He sees Austrian, Croatians, Hungarians, Bohemian artillerymen with huge siege artillery and.... Swiss?

There are only about 508 of them, most of them are in their 40's and 50's, but there are some younger men. The are singing the Beresinalied:

    "Unser Leben gleicht der Reise
    Eines Wandrers in der Nacht;
    Jeder hat in seinem Gleise
    Etwas, das ihm Kummer macht.

    Aber unerwartet schwindet
    Vor uns Nacht und Dunkelheit,
    Und der Schwergedrückte findet
    Linderung in seinem Leid.

    Mutig, mutig, liebe Brüder,
    Gebt das bange Sorgen auf;
    Morgen steigt die Sonne wieder
    Freundlich an dem Himmel auf.

    Darum laßt uns weitergehen;
    Weichet nicht verzagt zurück!
    Hinter jenen fernen Höhen
    Wartet unser noch ein Glück."

    http://en.wikipedia.org/wiki/Beresinalied

The Swiss commander's 2nd in command, Thomas Legler, is singing it. He stops for a moment, look at the Russian Colonel, and starts singing it loudly again. The Swiss march by the Russians, looking, saluting them, by hestialy. Most of the Swiss here fought in Russia in 1812, some fought at Berezina, and lost friends there against the Russians. They gave the Russians the evil eye. The rest of the army, including the Austrians, were more friendly and joked with the Russian troops as they marched together. Finally the Colonal rode up to the head of the line where the Imperial Guard was at. He saw General Haynau, a tough blood 'n guts Austrian general, with other men saying....

"Emperor...... leave..... should go home..... wait tilll Metternich hears about this..... Fine.... I leave.......when I feel like it........."

He rides up and salutes and calls out to the Commander-in-Chief and his mouth drops in suprisement......

"Hello Colonel" saids Austrian Emperor Franz I. "Trying to leave us in the dark eh? Never!" "Besides, your need our big guns. You know we have the best artillery in the world".

The Coalition is discussing how to take the city. Finally, they see a rider approaching them from the west. He however, is carrying a Austrian Flag!?

In German he points to the west and saids "Osteriech! Osteriiech!!!!".

The troops there are puzzled. They do not know what to think of this. Then they are shocked of what they see..... Austrian men massing on he hills, singing,

"God save Francis the Emperor, our good Emperor Francis!
Long live Francis the Emperor in the brightest splendor of bliss!
May laurel branches bloom for him, wherever he goes, as a wreath of honor.
God save Francis the Emperor, our good Emperor Francis!"

    https://www.youtube.com/watch?v=Tw9z...os=to9ceV_cuiw

The Austrian messenger saids in broken English "Some now, most on way here!

Assemble the men, the Austrians are coming!

Gents, I am pleased to see that the game was running and you had your joy while I was on holidays.
Now I hope I answered all open points and want to ask you to send your orders until July 1st.
I also want to express my regrets about the decision of the Kaiser to leave us soon. Nevertheless, I want to tank you for all your enthusiasm in the past and hope you will decide to come back for another IH in the future.
Finally I want to express my hopes that England will hang on its lovely tradition and loose the football game against Germany!

There was a wise man who said: "Football is a game where 22 players chase a ball and in the end the Germans always win".

P.S. I'm almost ready with my orders but unless I get answers from a few other nations I won't be able to PM them on the 1th.
