celtic reform question

i am playing as the aediu and i have built 4 forums (lvl 3) and have still not gotten the time of bondsmen reform. do all of the gallic nations need to build 4? does it matter that i knocked out arveni before they had a chance to build em? thanks in advance

All of the celtic reform requirement are for all three celtic factions together. Meaning if you need four of something it could be Casse-1, Arverni-1, Aedui-2 or Casse-4 and it will still work.

Make sure you have all the other requirements as well, including any date requirement.
