Having the entire Senate in the game would be a bit to much to handle (and wouldn't be possible to do with descr_start either). The Roman FMs represent the leading figures of the Republic. The starting 5 are not much, I must admit, but play some turns and the engine will bombard you with new FMs.

Imagine that - full stacks of FMs clogging all of Italia.

With all of the bodyguards it would turn the Romans into a cavalry faction. I agree with the above, the FMs you have are candidates that the senate has for governors and generals. Very soon you will have a wide choice anyway; I often have a lot in a camp near Rome.

This would be Imperial. During Republican times the FMs would represent the highest magistrates. After two generations you usually have enough to fill all posts from the two Consuls down to the four Aediles and most of the Quaestors. Roleplaying them sometimes means that you leave an office vacant even though you have unemployed FMs when none of these has either the inluence, the qualification or the prominent relatives to be elected to this office. In this case the office in question is held by the ever-present Caivs Romanvs Anonymvs.

He's a very, very rich shipping magnate who won the post in a game of dice from the military man elected to that office, isn't he?

In my Roman campaign he is just (250 BC) holding the offices of Praetor Pereginus, Praetor Urbanus Praetor Gallia Cisalpina, Plebeian Tribune, both Censors, two Aedileships and no less than four different offices as Quaestor - and all at the same time.
